1) Open Cell Foam (suitable for insulation jackets and pump housings) 

With a broad band frequency range for sound absorption these types of products should be you go to insulation product type for this application. 

(10mm Open Cell Foam Insulation for pump housings) 

This foam is suitable for a range of applications and comes in both 10mm and 20mm thicknesses.  Generally, the thicker the foam the lower frequency it is capable of absorbing.  For example a 1Khz sound wave is approximately 1ft in length so to combat this the product needs to reduce airflow to essentially break the sound wave and absorb this within the products chemical composition. 

As the open cell foam insulation is air pourous it absorbs noise, it is also adhesive backed and can be bonded in layers to offer higher acoustic performance where required.  It is also tested to FMVSS302 flame retardancy.
